Current, former Osaka police officers arrested over gang rape

OSAKA – A current and a former officer in the Osaka Prefectural Police have been arrested on suspicion of gang-raping and confining a woman in her 20s.

Arrested were Daisuke Umemoto, a 36-year-old sergeant in the criminal investigation division at Mino Police Station, and Yu Mizobata, a 32-year-old former officer who lives in Iwaki, Fukushima Prefecture, the police said Monday.

Umemoto and Mizobata are alleged to have conspired with several others in gang-raping a female acquaintance of Mizobata in a hotel in the city of Osaka on Dec. 17, 2014, and confining her there until she escaped the following morning.

Mizobata had solicited conspirators on an Internet bulletin board two weeks before the alleged rape, according to investigators. He was arrested Aug. 31. Umemoto’s alleged involvement surfaced as the police investigated the case, they said.

Umemoto has allegedly admitted to the allegations, saying the victim had not consented to having sex, while Mizobata has reportedly partially denied the allegations, saying the woman was able to leave.

Mizobata left the police in March 2013 as a senior officer at Shijonawate Police Station after he faced disciplinary action for having an inappropriate relationship with a woman.

The victim had intended to meet with Mizobata at the hotel. After escaping from the hotel, she consulted with a hospital in Osaka Prefecture but did not report the case to the police until May. She has said she was raped by about six men, according to the police.

Umemoto and Mizobata were among about 700 personnel who joined the Osaka Prefectural Police in April 2006. But Mizobata has told investigators he had not met Umemoto prior to the alleged crime.

“I remember his name because I added it to the contact list on my mobile phone as a participant, but he is not my acquaintance,” Mizobata was quoted by the police as saying.

OSAKA -- A police sergeant and a former police officer were arrested Sept. 7 on suspicion of gang raping a woman with several other men in December 2014, police said.

Daisuke Umemoto, 36, a police sergeant in the criminal affairs division of the Osaka Prefectural Police Department's Minoo Station, and Yu Mizohata, 32, a former officer with the Osaka Prefectural Police's Shijonawate Station, stand accused of gang raping a woman and holding her captive. Prefectural police believe several other men were involved.

According to the first criminal investigation division of the prefectural police, Umemoto has admitted to the allegations, saying he responded to a message on an Internet bulletin board soliciting participants in the gang rape of a woman. He and five other men took part, he said.

Mizohata, meanwhile, denied part of the charges, saying, "If the woman says (she was gang raped), I have no choice but to concede, but it wasn't impossible for her to leave the room, so I'm not completely convinced of the charge that I held her captive."

The two men are believed to have colluded with several other men to commit the crime on Dec. 17, 2014, after 10 p.m. They invited an acquaintance of Mizohata's -- a woman in her 20s -- to a hotel in Osaka's Tennoji Ward, where they bound her hands with cloth string and placed an eye mask over her eyes before raping her. The suspects are believed to have held the woman captive for approximately seven hours, until she escaped the hotel at around 5 a.m. the following day.

Osaka Prefectural Police learned of the incident when a hospital in Matsubara, Osaka Prefecture, where the victim was receiving treatment, contacted the police in May of this year. The woman told police that she had been held down by multiple men. "I didn't want to just silently accept what happened to me," she also told investigators.

Umemoto had been a member of a section handling white-collar crimes such as corruption and fraud at the Osaka Prefectural Police Department's Minoo Station. Mizohata, now a delivery business driver, was issued a warning from his manager over inappropriate relations with a woman in March 2013 when he was a senior police officer in a squad under the jurisdiction of Osaka's Shijonawate Police Station. He subsequently resigned voluntarily from the police force.

Umemoto and Mizohata both joined the Osaka Prefectural Police Department in April 2006, but say they did not know each other.

Mizohata and the victim met through an online dating site around the fall of 2013, and began dating. Around Dec. 10, 2014, Mizohata suddenly contacted the woman, asking to meet up with her. The woman went to the designated hotel believing she was meeting only with Mizohata.

Mizohata had posted a message soliciting participants in a gang rape on a members-only online bulletin board about a week prior, on Dec. 3, 2014. Umemoto is believed to have joined the scheme after seeing the post.

"I apologize to the people of Osaka and the victim," said Masahide Yasui, the Osaka Prefectural Police's inspection division chief. "We will mete out severe punishments based on the results of the investigation."
